There's actually an interesting story behind this guy and his brother. Even though they lived in the US they are germans. When being arrested, foreigners have the right to speak to a representative of their state. However, in this case nobody told them their rights, making the process unlawful (you can imagine it as the miranda rights). Therefore, germany put on a case in front of the ICJ, to protect them of the death penalty, and the ICJ actually decided that the US is not allowed to kill them. But even though the ICJ decision is binding for the US, they didnt care and killed the brothers nonetheless.
