Does Heavy Strength Training Make You FAST?

To answer this question, we first have to define what strength training is and whom it applies to. Strength training in the world of strength & conditioning is often regarded as one's ability to produce maximal amounts of force in a given movement with little emphasis on the time it takes. For instance, an athlete lifting 300kg from the floor is a feat of strength, regardless of whether it takes 3 seconds or 5 seconds to finish the lift.
A physically unfit athlete without a solid foundation will most likely grow in most athletic qualities (i.e., speed, strength, power...) from any training intervention of any nature. I am assuming this question is directed towards an athlete with a solid base of strength. In that case, probably not. Because strength training alone only targets ones force production. However, if we combine strength training with velocity training, we will work on both ends of explosive power, and in essence, this will lead to faster sprinting, higher jumping or harder/faster punching... Which is what I assume an athlete is after by the definition ''being faster''.
