You've put saved=washing of regeneration. The verse in Titus shows the way we are saved by. Which is regeneration and renewing of the Holy Ghost. Which implies that the saving is the end goal and the regeneration is the method or way. Regeneration preceeds saving here.your premise is false, then your conclusion is false.

If we have to believe to be saved (regenerated..renewed) then everyone in the old testament which believed were saved (regenerated.. renewed) right?

You are wrong when you say that Augustine taught that regeneration precedes faith, because Augustine was baptized being an adult and he taught baptismal regeneration, which is Taught in John 3:5; Titus 3:5 . Augustine taught these

“The sacrament of baptism is most assuredly the sacrament of regeneration.” (Forgiveness and the Just Deserts of Sin, and the Baptism of Infants, A.D. 412; 1:24:34 and 2:27:43.)

"And who among us denies that in BAPTISM the sins of all men are remitted, and that all believers come up spotless and pure FROM THE LAVER OF REGENERATION? … But between the laver, where all past stains and deformities are removed, and the kingdom, where the Church will remain for ever without any spot or wrinkle, there is this present intermediate time of prayer, during which her cry must of necessity be: “Forgive us our debts.” (On the Proceedings Against Pelagius, chapter 28)
