After 3+ years of negotiation, Brexit Day finally arrives for the U.K.

On 11pm local time January 31, the U.K. officially leaves the European Union. Although the symbolism is significant, in practice it only begins an 11-month period of transition. CBS News senior foreign correspondent Mark Phillips joins CBSN from London to explains what that entails.
