Men don’t seek God they are dead in sin. And Jesus’ death actually did satisfy the wrath of the God on the cross when the believers certificate of debt was nailed to the cross. Not just accomplish potential for many to be saved. And God is the one who cause sinners to love him from the very beginning.

"Moreover the LORD your God will circumcise your heart and the heart of your descendants, to love the LORD your God with all your heart and with all your soul, so that you may live. (Deuteronomy 30:6, NASB)
