Cars are packed with electronics and gadgets, drivers have gotten more aggressive and California has the highest car theft in the nation. Of the three factors increasing insurance two of the are with the consumer. The government responsibility is crime reduction. You buy a 50k car and it’s hit by a 10k junker through no fault of your own the insurance will raise its rate to cover cost.

These companies are demanding that they get approval to raise rates, and in that same breath, say they are making record profits.
