What if you don’t have access to the heaviest weight, you can lift I have a home gym and the Dumbbells I have only go up to 20’s and I can do a lot more than 8 to 12 before feeling tired so should I just do more to failure?

If my first set is 10 reps and i cant get 10 anymore on my second set should i decrease the weight and go try to go again for 10 reps and is 2 sets enough ?
