This report shows why using sanctions in this day and age either don’t work or take forever to work. There are hundreds or more exceptions to the items being sanctions or as in the banking industry as you’ve shown there are problems-oversight. This war is entering its third year and the US is just now looking at secondary sanctions and doing follow ups and oversight. Had this been done from the start by the West, Russia would have felt the pinch much earlier. The Russian Treasury, Oligarchs and people need to all really feel the pain of the sanctions and then and only then might they begin to pressure the Government! Thanks for this report as it gives me hope that all of Russia will actually NOT be able to so easily subvert the sanctions or pay a lot more in bribes to get what they need.
