A God that thinks the end justifies the means is not a moral god and not worthy of worship.

Remarkable timing! I was just speaking with my friend, who is agnostic, about 10 minutes before you posted on this very topic of God’s wills and God ordaining evil. I’ve read Ligonier’s article on God’s wills but do you (or anyone reading) have other resources on this? My wording isn’t very eloquent...

When you say that God ordain even certain evil events, is it the case that some evil events are not ordained by God?

Well… if the Bible says the brothers MEANT something for evil it certainly isn’t suggesting that they ordained it, especially not from before the foundations of the earth. It just means they did something with evil in their hearts as their motivation. So then when it says God meant it for good simply means that God, with love for His people as His motivation, intended good from
the evil which the brothers plotted and then did. Notice of course that while the brothers intended initially to murder Joseph, God intervened through Reuben. This is not a matter of God ordaining or plotting or planning evil, but rather plotting good from the evil men plotted.

God ordains whatsoever comes to pass. As a badtist, reading Gordon H. Clark’s work on predestination rocked my theological world. Still a badtist, but I love Calvin, Beza, Perkins, Ames, Owen, Watson, Edwards, Shedd, Warfield, etc, etc....
