for those with a 30 series GPU, just download the FS3 + DLSS Frame gen mod, it will enable the DLSS frame generation on the game settings (it will actually use FS3 way better than the default FSR on the game)and boost the performance to over 60FPS.

Lowering graphic settings on some of these actually makes the game look better:

For example, Global illumination looks horrid on Cinematic, but looks fantastic on Low.

Reflections you can't even see the difference. Hair Quality you can't tell either.

PC performance is not good and I've a 4090. It stutters regularly like every UE game and for a framerate above 60fps you need DLSS. The image quality isn't good either, an over sharpening issue. Frame gen smudges the image, it's poorly implemented, I usually don't mind frame gen either.
