didnt work... everytime I restarted the download the network went up to 12 bytes/s then suddenly drops to 0 and gets like 1 byte once in a while before dropping to 0 again

None of these worked for me, neither reinstalling steam. my steam stays at 31.1mb/s for like 20 seconds, then it suddenly drops to 0, then goes up to maximum speed, then drops again, and it goes on and on.
the problem is with steam itself, because I have a stable download speed when downloading games through origin. I don't want to do a clean windows reinstallation because I already did it a month ago to fix another problem.

When i use mobile hotspot it downloads normally but if i use wifi it stuck help :'(

Do not try the repair folder, it reset the download and everything have to start from the beginning

For anyone that might need this, ive had trouble with this for months but what i did is first i cleared cache.. it didnt work then i took alot of my recording files and stuff from my C Folder(SSD) to my D folder (HHD) then i put in my other D-Link because i dont have cable and stuff but its irrelevant i suppose and then it was still dropping but then i restarted my computer and now its actually working with 14mb/s I think Clear cache and Restart should fix it im not sure tho.

OMG IT WORKS! Thank you so much for saving me from downloading all 30 Gb of PUBG again! The Dns thing, that's the problem. and then I did the network reset. It totally works. The problem was the the DNS thing oddly. Unbelievable.

Running as admin seemed to help, had 40 mbps for a good few minutes but died back down to 0. Shits pissing me off. Any other Launcher downloads 50-100 mbps 100 gbs installed in minutes. Cant even use the internet I pay for.

Guys what ever you do dont try the 2. method if you are downloading something it just automatically ends the downloading and starts it from the beginning

most didnt helped. but my ssd was nearly 90% full . i deleted some games and lit. 5 seconds later no issues anymore...maybe steam trys to optimize the disc usage

guys also make sure you are not using external hard drive . i tried everything i could look up on youtube and it did not work. then i noticed the network usage did not line up with the disk usage so i stopped using the external hard drive and the difference was night and day the download did not dip to 0 once
