Anyone who may be having this problem can also try setting steam as a high priority. For me my efficiency mode was turned on so it was limiting resources used

heads up to anybody trying to disable the drive caching. it is best to re-enable this feature once the download has completed, otherwise you set yourself up for some serious data loss (especially if you are doing that to a C drive). This feature can help in short-term but i would recommend anybody to just save up for a good gen 5 nvme (gen 4 would be perfect as well). pay attention to the write/read speed of the drive you buy and make sure you have a decent CPU.

if you have a bandwidth control software, check the priority. if steam is on a lower priority it limits the bandwidth for it. set to to the highest priority so it downloads as quick as it can
