OK guys I FOUND THE SOLUTION: It's actually not a connection or internet issue. It's actually slow writing of the data to your disc thats bottlenecking the download. I noticed that the green line (disc writing speed) in steam download always goes down first and then the download speed itself. HERE IS THE FIX: Just disable Disk Write Caching. Right click C drive in computer > properties > hardware > select drive ur drive > click on properties > volume tab > click on populate > policies tab > uncheck all > restart PC > BINGO.

2nd EDIT: Recently I added second M.2 nvme SSD to my system and when downloading game to it I had no issue at all. So replacing or adding new SSD could also fix your issue.

None of these solutions work. There are other options that might work for you, but don't hold your breath. The fact that this is still an issue after almost a fucking decade is just amazing. Just how small of a shit can Valve care for its userbase if it can't fix these problems after a *DECADE* of work?

Guys if you have a slow hdd and you are using high speed internet you can either buy a new ssd or you can limit the download speed on steam it worked for me hope it works for you. You must definitely try this if you have a slow hard disk

If you're still having this problem, consider whether it's related to storage. I solved the problem by replacing my old SATA SSD with a new M2 NvME SSD.

Not a disk issue I have a m.2 nvme. Not a cache issue. Not that cache writing setting people keep copying and pasting like children on tik tok. It is straight up steam. IDK why I ever have faith that anyone has a unique solution.

What fixed the issue for me is logging out of my old pc since steam tried to transfer the data instead of downloading it after logging out download went back to normal again.

Ive watch 100 videos and nothing has helped but i finally figured it out it was the windows security slowing it down and doing it. Open windows security
App & browser control.
Reputation-based protection settings.
Turn off check apps and files.

if your game is downloading slow (60mbps) Its prolly ur hard rive download it on SSD so its faster (600 mbps)
