My wife is brown haired with brown eyes. I have auburn hair and hazel eyes. Both of our children were born with blonde hair. The older one has green eyes and our younger one has electric blue eyes. All five of our grandchildren have electric blue eyes. Two are blondes, two are redheads, and one has brown hair.

The blue eye gene came from the deletion of a gene that deals specifically with melanin production in the iris. To produce dark brown eyes that have the fullest possible resistance to sun damage, you need two genes that code for melanin. If one or both of these genes are damaged or missing, you will have lighter than usual eyes. The gene can be damaged without being completely absent, making it incompletely dominant. This is how you get color combinations in people who are het for blue eyes. They can still have brown eyes if their one dominant gene is undamaged, or they can have light brown, hazel or green eyes if their one dominant gene has some damage that weakens its influence.

The remaining .5% of people with blue eyes actually have the genes for brown eyes, but they also usually possess masking genes that prevent the brown eye genes from being expressed. These masking genes can take many forms, including a type of leucism. Masking genes are dominant by nature. They happen when a particular gene gets doubled, increasing its potency. Albinism also causes blue eyes by eliminating the entire body's ability to produce melanin.
