Almost all of the "live" octopus served are freshly killed. The tentacles continue to move due to the high concentration of neurons, but are not alive. In particular when dipped in soy sauce, the sodium channels trigger a reflex which resembles "live" wriggling movements. (Fun fact: Octopi are known to shed a tentacle to escape predators, so this reflex has evolutionary benefits). Ethical issues aside, very few actual restaurants (regardless of S. Korea, Japan, Hawaii, etc) would serve live whole octopus as it is dangerous.

I can't imagine doing this. Octopus are so intelligent, and they will do everything they can to escape dying. It's an insanely cruel thing to do to another living being, especially one as smart as they are.
