It looks undercooked despite it being in the oven for 20 goddamn minutes. Do it in a pan, only takes about 5 minutes at worse and you won't get undercooked eggs👍

Just do it in a frying pan. Theres a reason it isnt done in a baking dish as you need a higher temp.

Would I call this scrambled eggs? Absolutely not. If the consistency is to the point of needing a spoon to eat it, we are not calling it scrambled eggs.
It's more akin to an eggy cheese dip at this point. I won't doubt it probably tastes good with that dipped toast.
