I really appreciate this a lot. This is one of those things that I’ve put on the back burner of my mind and never got back to it. This was definitely one of those “Lord I believe, help me in my unbelief” moments.

A general sense of the word is just "bad." It has a huge lexical range, much broader than the english word "evil." So as you say, the meaning is better determined in context.

Another thing worth noting, the Hebrew term translated to "Create" here can also mean to clear or cut down. Joshua 17:18 is one example. So this could be interpreted as God creating calamity as a punishment for sin, but it can also be interpreted as God cutting down/clearing calamity.

Gavin Ortlund recently did a video that addressed 'natural evil'/disasters and related suffering as having been a product of the fall of the Principalities and Powers that govern nature. Very likely prior to man's fall (since the Serpent already was evil and intruded into the Garden). Would love your thoughts on this idea.

More hardline Calvinists like White also use this verse to tie God's sovereignty to Him ordaining evil (i.e. some form of determinism). They mistranslate a passage, combine with bunk philosophy, and bam! A warped view of God's character

Proof of what you said more too, is in the 3 chapter of Jonah.

2 different “evils” there

“Then God saw their works, that they turned from their evil way;
and God relented from the disaster that He had said He would bring upon them, and He did not do it.”
‭‭Jonah‬ ‭3‬:‭10‬ ‭NKJV‬‬

Some translations use disaster for evil.
Meaning they are two different things

This is a good example of "lost in interpretation." There are a great deal of either nuances or key details that get lost from language to language because they don't have three dance means of sharing information or ideas.

It's always fun seeing atheists getting angry at God being the author of all things including using evil to signify that which is good, authors do this all the time and are not considered evil for doing so but when God the creator of all things does it it is automatically despised. It's a double standard do to our hatred of God that is inconsistent and laughable.

The simple answer is that God created literally everything that exists. We all just use what God gives us in different ways. Nobody, including Satan himself can create anything that God didn't already give to us.
