Honestly, that fine for distracted bikes should be a more widely used law. I get that cars are typically at fault in bike collisions, but there’s still a good chunk where it’s purely the biker’s fault.

A few years ago at my dad’s work, one of his coworkers accidentally backed into a biker while leaving their parking lot. When police arrived, they were about to arrest the driver, until they saw security camera footage. The idiot on the bike was holding his phone in one hand and a coffee in the other. Not only was he not paying attention, but he couldn’t even stop if he wanted to.
