The answer is Yes God creates evil(destruction). God DOES in fact create evil.

2 Samuel 24:16 kjv

“And when the angel stretched out his hand upon Jerusalem to destroy it, the LORD repented him of the evil, and said to the angel that destroyed the people, It is enough: stay now thine hand. And the angel of the LORD was by the threshingplace of Araunah the Jebusite.”

Evil in this verse is defined as "destroy". The angel was sent to "destroy". The lord repent "him" of the evil(destroy). The angel that destroyed(evil) the people.

That's why people have a hard time digging into the Bible because many verses work against each other.

There's a verse talking about "men being lovers of themselves"

While more verses are stating to "love thyself."

Things like that cause debates and unnecessary friction and confuse potential believers in the Real Creator.

Isaiah’s point is that there are not two gods or forces in heaven, one good and one bad, as in a dualistic “yin and yang” sense. “Cyrus was a Persian, and Persians had a dualistic concept of God and the world. Their good god they called Ahura-mazda and the evil god Angra-mainya. The former had created the light, the second the darkness.

But God has no opposite. Satan is not and has never been God’s opposite. There is one God. He is not the author of evil; evil is never “original, ” but always a perversion of an existing good. Yet God is the allower of evil, and He uses it to accomplish His eternal purpose of bringing together all things in Jesus (Ephesians 3:8-11 and 1:9-10). If God could further His eternal purpose by allowing His Son to die a wicked, unjust death on a cross, then He knows how to use what He allows for His eternal purpose.

Undoubtedly the Lord is no representative of evil as such, but He does make use of evil so that it may bring forth good.

It’s a mistranslation.
The word that is translated as ‘evil’ is not translated as evil in other passages.
If you read in context, you will see that God is saying one thing and the opposite. The light and darkness, peace and ….Chaos? Loss?.
But it is not evil since evil is the opposition of God.

god didn’t create evil, the Bible was originally Hebrew and it actually says calamity. Evil is actually not a thing it’s just the corruption of good. And god was the author of all things and if evil isn’t a thing he didn’t create it.

Evil is a servant of God. All of creation is an expression of God’s will. Most humans struggle to understand this because their perception is limited by a narrow minded sense of morality that leads them to reject and align themselves against evil. They do this because they have not expanded their own consciousness to such an extent that they can perceive God’s design. They don’t understand the integral role of evil in the universe and how it is essential to creation. In order for the world of form to exist there must be contrast or polarity. Before the world of form existed there was only God and goodness is simply a word that refers to Gods nature. As God is the creator and a creation reflects the likeness of its creator, God’s nature is the law of creation. In order to provide the necessary contrast God had to create that which was the antithesis of its nature and it is this very force that we is the source of creation. In order for spirit to believe itself to be a man or a tree or a star it must be ignorant of its true nature. God being omniscient and infinitely self-aware had to create a force that was ignorant so that it could forget. Evil exists so that everything can exist and without it nothing would exist. There would only be pure spirit which ironically what people now recognize as death but which is actually eternal life.
