Even this somewhat tortured interpretation of evil is not exculpatory: it makes him responsible for the murder of innocent people via natural disasters.

I mean, if he created all he created evil because it exists. If he created what created evil, though it's indirect, he still set in motion the events and provided the potential. Without which it couldn't exist.

St. Thomas in ST I.48.5 made a distinction between evil of “pain” [poena: penalty] and evil of fault [culpa].

In ST I.48.6 he explains, “God is the author of the evil of pain, but not of the evil of fault. And this is because the evil of pain takes away the creature's good, which may be either something created, as sight, destroyed by blindness, or something uncreated, as by being deprived of the vision of God, the creature forfeits its uncreated good. But the evil of fault is properly opposed to uncreated good; for it is opposed to the fulfilment of the divine will, and to divine love, whereby the divine good is loved for itself, and not only as shared by the creature.”

Then in ST I.49.2, in treating of the cause of evil, he argues, “the order of justice belongs to the order of the universe; and this requires that penalty should be dealt out to sinners. And so God is the author of the evil which is penalty, but not of the evil which is fault. . . .”

St. Thomas finally responds to the first objection of the same article, which uses Isaiah 45:7, as referring to the evil of “pain” [poena: penalty], not to the evil of fault [culpa].

I mean. The fact that Evil as a conceptual idea exists is kinda proof that God created it, or at the very least he isn't actively Annihilating it from existence. We're talking about a literally Omnipotent being, the "rules" we think of mean absolutely nothing in regards to him. He could quite literally choose to instantly erase the idea of all Evils, natural or moral, from Creation.

The fact that he doesn't do this is the real problem when talking about the Abrahamic God in Theology

Don't know why some are discounting due to the book of mormon background? There are many Bible translations that say " create evil" of that verse that have nothing to do with mormonism.

God created both Christ and Satan and he gave them their freewill, which he has promised he will not interfere with.

I think the best way to say it is He didnt directly create evil. He made free will which could choose evil so at worst He’s indirectly responsible for it. I may be wrong theologically but that’s my take from what I know.

If god created all things, which includes free will, then he also created evil. To say it’s only natural evil would imply nature itself is not only evil, but has its own will only stands to contradict that god didn’t create moral evil as well. You can’t say he’s all powerful and created all things but then say he didn’t create moral evil. He created light which casts darkness. He created good which meant creating evil. God created both and says that doing good is what will create a better world
