It's possible your iPhone has crashed on a black screen, making it appear like it won't turn on. Hard reseting your iPhone forces it to abruptly turn off and back on, which can get it unstuck.
Next, make sure your charging cable and charger are working properly. If either of them is broken, your iPhone won't charge and get enough battery life to turn on.
