If you have watched the Clone Wars, you'd know many Jedi masters owe their lives to Anakin in some way. PLO Koon for example would be dead, no other pilot would have escaped the ion cannon, nor destroyed it later. Yoda also would not have had time to discover the secret to immortality before his duel with Palpatine.
But in the book revenge of the sith, it is discovered that the Sith Lord is someone in Palpatines inner circle, the Sith Lord ordered the clone army and the clones have chips that lead them to kill Jedi. Palpatine is actually kidnapped by Dooku in an effort to keep his identity hidden from the Jedi, and then he uses this situation to have Anakin kill Dooku. This can't happen if Anakin were dead, so I don't really know how he escapes Dooku and gets back to the republic?
The separatists were also still winning the war at this point. Is it possible that Dooku would decide to kill Palpatine himself and rule as Emperor? In his heart I don't think he believed he could best Palpatine, and with the plan he was given they were going to share the rule of a new sith empire and abolish the rule of two. But with no Anakin to turn, maybe Dooku might feel differently, and with Palpatine disarmed and locked in his chair, why not eliminate him and try win the war by taking Coruscant? The only real Jedi Masters who never owed their lives to Anakin or Kenobi were Mace and Yoda, therefore hypothetically he would probably believe he can kill off the rest of the Jedi rather easily, and with Grevious and an army he would then confront Yoda and Windu last.

I think Palpatine would probably go for general krell as a possible replacement for Dooku or break the rules of two and have more then one sith. Also Sidious would not replace Dooku with Maul he would probably replace him with Ventress

5:14 You need to watch the deleted scene in the death of Shaak Ti because Ki-Adi, Mace, Yoda and Obi Wan all discuss about the chancellor and Ki -Adi says that Palpatine should be removed from office.And in the actual Revenge of the Sith, they were discussing that once General Grevios was dead, Palpatine should be arrested.
