It's a soft reset. Once you pressed Ctrl+Win+Shift+B (can be pressed any order), it will beep once (or twice if your components are too old) then it will flicker once (or twice if your components are too old. Then you're good to go

I HAD THIS PROBLEM LAST NIGHT AND WHAT I DID TO SOLVE IS TAKE RAM AND MOTHERBOARD BATTERY OUT AS WELL AS GRAPHICS CARD AND UNPLUGGED CHRIS FROM POWER SUPPLY AND HELD THE POWER BUTTON DRAINING ANY REMAINING POWER LEFT THEN WAITED ABOUT 5 MIN OR SO THEN PUT EVERYTHING BACK LMK IF THIS HELPS

It worked for me honestly. Just hold the keys turn pc on
For about 15secs while holding keys and power button simultaneously then turn off pc and let go of keys then turn pc on again, it might take some secs or minutes then pc will turn on insha'Allah.
