The Hobbit: An Unexpected Journey - TV Spot 1

"The Hobbit: An Unexpected Journey" follows title character Bilbo Baggins, who is swept into an epic quest to reclaim the lost Dwarf Kingdom of Erebor from the fearsome dragon Smaug. Approached out of the blue by the wizard Gandalf the Grey, Bilbo finds himself joining a company of thirteen dwarves led by the legendary warrior, Thorin Oakenshield. Their journey will take them into the Wild; through treacherous lands swarming with Goblins and Orcs, deadly Wargs and Sorcerers.
Although their goal lies to the East and the wastelands of the Lonely Mountain, first they must escape the goblin tunnels, where Bilbo meets the creature that will change his life forever...Gollum.
Here, alone with Gollum, on the shores of an underground lake, the unassuming Bilbo Baggins not only discovers depths of ingenuity and courage that surprise even him, he also gains possession of Gollum's "precious" ring that holds unexpected and useful qualities... A simple, gold ring that is tied to the fate of all Middle-earth in ways Bilbo cannot begin to know.

Silmarillion started writing before the Hobbit dude, it was the basis for Middle Earth. It wasn't even complete when he died, Christopher compiled it together as best he could.

The Hobbit was completed first (1937), but he began writing parts of Silmarillion as early as 1914.

from wiki: After the success of The Hobbit, and prior to the publication of The Lord of the Rings, Tolkien's publisher requested a sequel to The Hobbit, and Tolkien sent them an early draft of The Silmarillion. But through a misunderstanding, the publisher rejected the draft without fully reading it, with the result that Tolkien began work on "A Long Expected Party", the first chapter of what he described at the time as "a new story about Hobbits", which became The Lord of the Rings.

No, Tolkien wrote short stories and created fictional languages (which he did as a hobby anyways, beyond Middle Earth). These stories were then used to develop the world of The Hobbit. They themselves, however, were not formed officially into The Silmarillion until well after The Hobbit was started AND finished.
By your line of thought, it would otherwise be like saying the Smallville series was greenlit way before any Superman movie EVER was made.
