Lifesaver! I've been getting those errors when skimming through with L but I just sorta ignored it, I would just play back normally every few seconds to keep the quick skimming- however I couldn't even speed a bit of footage up and it would crash out Premiere. It's not a solution, it's a barely usable workaround. The thing with Premiere is that you can have all the hardware needed, but the software is just full of bugs. The same kind of errors happen on a high-end GPU. You really don't spent hefty amount of money on a nice GTX / RTX only to use CPU because editing software has a bad day.

Premiere alerts me with the same error when I import the new videos and I tried both rendering options but they don't change anything.

Thank you so much, I didnt even have the same issue as you, It would come up on my screen as warning: global frames is 0 and then the effect wouldn't work after that but doing this fixed it, appreciate it.

It's the mp4 compression on your clips, twitch videos do this a lot, just re-render them as mp4 and you'll be able to use time remap
