That’s what i always thought because later in that episode I saw him when Rick and Shane were fighting and he was in the window the school and like a month later when he officially came into the show I rewatched that episode and realized that may have been him

People saying "This isn't possible because the Whisperers weren't around yet" are wrong in ny opinion. Not long after this scene when Rick runs into the insane Morgan, Morgan says something along the lines of: "People wearing dead peoples faces." This could be hinting at the Whisperers and confirming that they were around early on.
