My misunderstanding is that conscientiousness seems to simply mean regularly driven by a desire to do the right thing. So why would conscientiousness be more correlated with conservatism than progressivism when both parties are surely equally populated by people whose main orientation is a desire to do good? Whether they're objectively wrong or right about their views and goals doesn't seem to be in the constitution of the word.

I think a good test would be someone's fairness. It appears to me people who do good work and duties well like thing to be fair.

Do conscientious people also dislike rule breaking?

How would we measure good without God and the problem is the question not being asked. Why is evil become good and good become evil these days? Given the arrangement it is very confusing to see how one can be different from the other.
