Adding commentary over someone else’s videos and posting them on YouTube does not fall under fair use. Fair use applies if the copyrighted video is used for noncommercial and nonprofit purposes. YouTube monetization is definitely a comercial purpose

You can *also* monetize your channel by getting 10M shorts views in 90 days.
That doesn't mean you *have* to have it if your channel is already monetized.
The 2 methods are interchangeable.

problem is those who dont make shorts wont be accepted in the program. YT requires 10 millions views on short in order to advance you into the ad revenu program.

Can you do a thorough video in see music royalty payouts for artists/ composers with original music . For instance I am getting trends in my account dashboard stating the my music is being streamed in "Youtube Music" . However, I know for a fact my productions are being utilized in "Youtube shorts" . There is just no clear information on how these royalties are payed out .
