Here lies the question: Why not just improve the traditional education model into a system not built on memorization, but rather "deeper understanding"? Advanced placement sounds like how things should already work.

It's unfortunate that AP/IB is so expensive and subject to regional monopolies at worst, and oligopoly at best.

Is it non-discriminatory? That is, no point skewing based on anything like race, gender, or economic background?
Every "advantage" Affirmative Action was claimed to give children ended up screwing them.
