Yea. The 3DS has something known as "Region Lock". Region Lock is when you buy a console from a certain region, you can't switch it to a language outside of that region. Also, if you have a console from like Japan, you can't play games from America. You can only play games from that region.

But dont worry, theres a way to remove it. You just have to mod the system.
