You miss a big part of Philippines under US colinization. The US was kicked out by Imperial Japan and Japans heavy hand made the Americans look like angels. So much so that anything American became incredibly popular. Even today the US is more popular in the Philippines than it usually is in the US itself.

Even during the WWII, the Philippines has always been a strategic location for the US. Remember, the Philippines was most heavily destroyed in SEA because it was the main battleground to prevent the Japanese expansion and to buy McArthur and the US time to recalibrate in Australia. If PH fell as quickly, WWII would have reached the shores of Australia

What's funny is that a few years ago, the Philippines was pivoting hard away from the US and towards china, but china keeps insisting on taking the entire south china sea. China is bullying their southeast Asian neighbors while expecting friendly relations, it just does not work like that. China could've taken this entire region through soft power, but they just can't help themselves and it'll not only be the Philippines but the entire region will be a pain on their side if they continue acting like this to their neighbors in the southeast.

What's really interesting is how Vietnam is also getting closer to its South China Sea neighbors, and also the US, because of how much they dislike China. The Nine-Dash Line also runs right down their nation, and they claim an entirely different - and far more reasonable - part of the ocean.

In a war, the US will take out the artificial islands pretty quickly, and also close the Malacca straight for the chinese.
China has most naval ships in the world, but if we only count the modern and capable ones (leave out all the small and old) - they are way behind the US Navy.

If you think of the First Island Chain like its a fence, the strongest portion is Japan and the weakest is the Philippines, so it makes sense to bolster your weakest segment if you want to do what the fence is supposed to do. This means that outside countries with interest of keeping the fence strong really needs to help the Philippines economy to reach the level of Japan. Even if it only reaches to about 50% of Japan's level, that would still be pretty strong so that the Philippines can maintain its area of the First Island Chain even if help from the US, Australia, Japan etc is eventually reduced from its current levels. How can these outside countries help develop the Philippine economy? Just give them the same favorable status they gave China back in the 80s-90s and pretty soon they the Philippines will have an economy that can sustain a credible deterrent against China even with little help from other countries.

The Philipines is a natural American ally in part because its population is so pro-American and has been at least since WWII where America liberated it from Japanese occupation and ended atrocities committed against civilians and soliders. Its government traditionally has been pro-American except for Dutarte. China's saber rattling and recent threats of expansionism got the Philipines spooked as well. It makes sense for them under all those circumstances to jump on board with the US against China.
