As a canadian, I had almost the same tip growing up but with a twist: you double-sock it. One summer pair as your base layer (they’re thinner & will prevent your feet from sweating in the bag if against bare skin), then a grocery store plastic bag, then you fold your pant so the pant leg is tight around your ankle & add a thick pair of wool socks over the bag & pant leg. That way, even if snow gets over the lip of your boot, it won’t freeze your ankles/bottom part of your calf, and it’ll keep the bag in place & the heat in! You’d also do the same thing on top with a base layer (thin shirt) tucked in your pants, and a bigger chunkier shirt over top to keep the heat in

Wool blend socks will keep your feet warmer. Unless Uggs are waterproof, they will get soaked.
I only wear them if ground is clear or the snow is super crunchy and it's very cold -15 or more.

this doesn’t help keeping your feet dry, but definitely warm! I put fuzzy socks on, pretty long socks (like knee-high socks you get at the dollor store or amazon), and then ankle socks! I also wear snow boots that are water resistant (and ngl are better for snow because the snow wont seep in like they do with uggs) and they have a fuzzy inside!
