I just worked it out. The reason the doctor is unable to change Clara's fate, and her death is fixed time, is because he himself tried to tamper with his own timeline. He witnessed Clara's death, and witnessing that led him to use an extraction chamber on Gallifrey, thus making Clara's death fixed.

If the Doctor left her alone, he could have returned to the moments after he left the trap street and possibly found another way to revive her.

If they reconfigured her body to become half human half timelord then the prophercy would be complete and if she is placed back she can regenerate right after the doctor is taken to the confession dial

Lots of people say this ruins Clara's death in Face the Raven but it doesn't in my opinion. Throughout new who The Doctor has lost Rose in parralell universe only to get her back and have to give her up, had the Donna he knew become functionally dead, lost Amy and Rory to the angels, knew River who he cared about deeply was always heading to her death. I think at this point The Doctor could not bear to lose anyone else, Clara came along after the pain of losing Amy and Rory. She jumped into his time stream to save him, convinced him to find another way to end the time war, was with him at what he thought was the hour of his death on Trenzalore. She had saved him in so many way probably more than any other companion and I genuinly think he loved her in a way that he hadn't loved a companion before, almost familial with a deep understanding and platonic chemistry, Missy put them together and she knows The Doctor better than anyone. She knew they'd be perfect for eachother and what it could lead to. Clara understood him in a way that really only River had before and became essential to his life due to being there for him in some of the most impactful moments. When The Doctor states he had a duty of care I think he realise that he owed Clara better than dying on trap street and really couldn't lose her or comprehend her dying. This is a Doctor thats reached his limit in terms of loss and won't let anyone else he loves die and will do anything to stop it happening, thats why the memory wipe was so essential, if he felt the pain of Clara's loss he would have become a more extreme version of Ten at the end of The Runaway Bride when he drowned the Racnoss in a Rose fuelled grief. It actually makes perfect sense narratively considering all the companion losses.

I appreciate that Moffat officially introduced the idea that Timelords and regenerate as different genders. I just wish he knew how to write women in a way that didn't seem like it was vastly overcompensating for misogyny, or really treated the Timelords like they WERE "billions of years beyond [our] petty human obsession with gender and its associated stereotypes, " as the Doctor would later tell Bill.

Bit of a nitpick, but it's a bit of a shame that they couldn't use the classic sound effect for the Time Lord staser when the Doctor shot the General.
