I think the hook of a story is one of 3 things.

The first is a level of mystery that is not just something being unknown but also it being interesting.

The second is an actual love for the characters and really wanting to be with them in a sense.

And finally, the biggest of the bunch!!

Writing is hard work. It requires a huge amount of commitment. Not to mention creativity is something you can't really control. It comes to you when it wants to.
