Does PG act independently of a person's resistance to the gospel or is it's effect dependent upon that resistance? Is it capable of reducing that resistance to zero in each person that it acts upon or not according to Arminians?

According to Arminians the probability of responding positively to the gospel increases from zero to 50 per cent due to something they call prevenient grace. Can Arminians tell us what change in the human condition caused by PG has the effect of causing this drastic increase in the probability of believing? Can Arminians describe this change in specific terms and give us bible verses to back up their claims?
