Great tutorial but unfortunately did not work for me. Same as mentioned in other comments, USB Setting not found in Power Plan. Neither of the other steps helped solved the issue. External Hard Drive not found in Disk Management, either.

power saving mode is what helped me. thank you. was frustrating trying to figure out if my win xp hdd was toasted or not

Changing the drive letter worked and I thank you for your help. My external drive is even running at over 1k mbps now. (It was running at 70). Too bad it's Thunderbolt 4 and should be running at like 4k.
