Look into the corruption of funds to the Forestry and land management to prevent some of this.

I wonder what's happening with people who already have insurance. Back in 1991, a woman whose house burned in the Oakland Hills fire was denied a claim because a hidden clause said the fire insurance was no longer valid once the house was paid off, and she had paid it off 6 months earlier.

Farmers Insurance has also just announced that they will be pulling out of California. FAILED STATE.

This is why you should have lived in the USA instead of California.
Kidding aside, this wouldn't have happened if people built their homes to handle large scale natural disasters. If your area has large scale floods or fires build a home that can mostly survive it. People are building sub par homes because if something happens "Insurance will cover it." If you don't plan to build a hurricane resistant home don't build in Florida. If you don't plan to build a fire resistant home don't build in a known forest fire area.
