Three but first step, that is his left foot, is the gather step. After the gather step, player may take two steps in coming to a stop, passing or shooting the ball. So it is 0 - 1 - 2 and no traveling.
Note:
1. FIBA updated the rule book in 2017 and included the zero-step / gather-step. So, please stop saying this only allowed in NBA. This is legal in any basketball game other than NBA after 2017.
2. This is also legal in NBA as NBA also has the gather step and traveling definition in the rule book. Below is the part from official NBA rule book which related to this move.
Definition of the Gather
For a player who is in control of the ball while dribbling,
- Puts two hands on the ball,
- Puts a hand under the ball and brings it to a pause; or
- Otherwise gains enough control of the ball to hold it
Incorporating the Gather into the Traveling Rule
A player who gathers the ball while dribbling may take two steps in coming to a stop, passing or shooting the ball.

The 0 step, a fine work of art in the nba rulebook, many players use this move, and as you can see. He was gaining control of the ball with the first step, which in this case would be the zero step and the the 2 allowed steps after the zero step.
