Of course the robber on the cross did not get baptized cause he was on the cross CRUCIFIED so Jesus knew his situation.
We are not on a cross, Jesus commanded us to be baptized in His name. If baptism wasn’t important Jesus would have never mentioned it in the first place. In the book of acts we see many people got baptized in the name of Jesus after hearing the good news of salvation through Jesus and repenting form their sins.

Would you be able to explain the distinction in Romans 6:3? Is Paul talking about the baptism that happens at salvation and not water baptism?

You might want to differentiate between the baptism Christ looked forward to and water baptism as they may be two different things and only one of them being necessary.
