Mayon is beautiful but the cityscape of Legazpi is topsy-turvy & very provincial, with no regular street grid like a respectable urban city should have. Imelda Roces Ave is very narrow, looks somewhere in Tondo, but fortunately still lined with fenced lawns of mostly residential houses, they should expopriate one lane worth of land to widen that street. They should provide tax holidays so people build better buildings in the inner city. The downtown area of Tabaco with a wide 6-lane street & modern buildings on both sides is more impressive than the cityscape of Legazpi
