He was cruel, but he unknowingly paved the way for Jaehaerys. After Aenys' passing, the succession was unstable anyway because the people didn't want a Targaryen on the throne, and who is to know if they would have accepted Aenys' son. Maegor was evil but did what he had to do, through violence, true, in order to keep the throne for the Targaryens. After his cruel rule, Jaehaerys was a breath of fresh air.

6 wives and 0 kids?! The one adversary he couldn't overcome was a woman's fertility. And he had had secret tunnels built and then killed all the people who built and knew about them. That makes him the One-Eyed Willie of "The Goonies" in this "Song Of Ice And Fire". Like I once wrote, "a good fanboy uses anything and everything at his disposal".

The literary allusions made about him are a bit on the nose. Ie. Six wives but no heir (Henry VIII), reigned for the 6 yrs and 66 days (associated with the devil) - they all point to GRRM wanting to portray him as a bad dude, however the author is known for writing characters with ambiguous morals, so I think there's probably a lot more to him than a cartoon villain.
