if you don't trust the file this guy is hosting you can use the media creation tool to make an iso on your windows 10 machine. mount the iso and point the source of the cmd command at the \sources\sxs\ folder, so if you mount the iso as the D drive the command would read:
DISM.exe /online /enable-feature /featurename:NetFX3 /source:D:\sources\sxs\ /LimitAccess
remember to start cmd as admin
