If you have a Korky toilet fill valve and it's filling the water in the tank slowly, you should check and clean the seal in the top cap and clean the water strainer.

This vid and the official troubleshooting one Korky puts out fail to mention the screen at the bottom of the float reservoir, before you take everything in the thing apart, remove the float flapper and check the bottom of the reservoir, with the tank empty, it should be nearly empty, if its not then you probably have gunk buildup in the tiny white screen at the bottom - if the screen isnt allowing water to flow out of the reservoir then your float flapper wont drop and allow the water valve open properly. Mine was full of rusty gunk from my water and some blue stuff from using a 2000 flushes disc. Likely this is the cause of your water not turning on quickly when you flush or turning off/on. You can force the float arm down after a flush by leaving the cover off also to see if you have proper pressure, but likely your screen is the culprit. Hope this helps anyone having the issues I had.
