Do not reduce the turbo, keep it at maximum and to control heat, just undervolt The CPU and iGPU from throttlestop

This is called Advanved C states. This makes your CPU Hold max base clock and then turbo from it. Thus doesn’t actually count as an overclock. It uses more power on idle though and possibly more heat throughput.

I don't think this is over clicking, the chip can reach higher frequencys, but you had an app take all of it's resources to show 3.4GHz.

For i3 10100f, just go to your bios and increase the multiplier to the maximum of 43 i think...it will run on 4200mhz on 4 cores.

That wont help you at all. The CPU core clock will increase or decrease if it needs to, you are forcing your cpu to run at a fixed core clock which just gonna make your cpu to be hot always. Also, your cpu can go up to 3.40ghz so if you fixed at 2.66ghz your cpu will be considerably slower. Just leave it at stock. And obviously this is not overclocking.

Intel cpus have a variable clock. Specially for laptop chips. No point of installing this software. Reason is while the cpu is idle it will underclock itself in order to save batery power/energy. This program does nothing else then making the cpu busy so you see a bigger clock speed.
