In the book "The Wonderful Wizard of Oz", the Wizard reveals to Dorothy that the Emerald City was built after he arrived when the people of Oz witnessed him arrive in his hot air balloon. He told them to build the city for him since they were scared what they would do and automatically made him king. Even though this movie does some things differently from the source material, it's still a good film.
