Even More Failed Constitutional Amendments
Показать описание
Article V of the Constitution lays out two ways to pass amendments: either two thirds of both the House and Senate pass an amendment or two thirds of the states petition for a convention to pass amendments. Either way, once an amendment is passed, it needs to be ratified by three quarters of the states to be formally adopted. Because of how difficult it is for an amendment to successfully get through this process, almost all of the approximately 12,000 proposed amendments were failures. What were these failed amendments, and why did they fail?
