The 28th amendment
I'd propose is
.... All the rules apply to everyone equal..
.It's very simple it's very easy. Guarantees Balance Union & Harmony.

I can't even make it past the second amendment in this video.
The second amendment has nothing to do with the military or civilian organized militias. The second amendment is "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." This is plainly written to the individual rights, not an organization or military. Well-regulated in the 18th century tended to be something like well-organized, well-armed, well-disciplined. It had nothing to do with the way we define regulated today as controlling something by means of rules and regulations.
