I disagree with the order of upgrading after your city is upgraded. The very 1st thing that should be upgraded after the city is your embassy. Each time your embassy is upgraded it allows more people to contribute to all your upgrades. If you do it 1st more of your fellow alliance members can assist you with your upgrade. However if you upgrade your garage and your wall and the other buildings like the depot, and then do the embassy, You've missed out on all that extra help your members could have given you. Also since you'll be in battles in between and hunting zombies and between you will need healing. The higher the level of your embassy the more people can help you heal. Trust me the moment you upgrade your city the very next thing you upgrade should be your embassy.
