If like me, you didn't find him in chapter 3 and 4 (I'm at the start of Chapter 5) and the Horse was not here anymore in chapter 3, then I think I found a solution!
I went to chapter 2 to talk to him again and he was at the temple location in chapter 3 afterwards.
