If like me, you didn't find him in chapter 3 and 4 (I'm at the start of Chapter 5) and the Horse was not here anymore in chapter 3, then I think I found a solution!
I went to chapter 2 to talk to him again and he was at the temple location in chapter 3 afterwards.

Yeah my quest is fully screwed. I never talked to him in chapter one, didn’t know he existed, now, he’s literally not at any of the spots

For clarification: You need to get all the encounters and before you can finally pull on the lasso you have to beat all flame caravans (cars). If you didn’t kill all of them you cannot pull it.

I actually pulled the cord a few times not knowing what it was and after being stuck on a boss in chapter 6, I went back to do these quests and get the secret areas so I can get the secret ending. Sure enough it was still there and got the spell. I think it’s cause I found all four horse encounters in chronological order completely by accident.

I'm currently halfway through ch5.
I missed him in ch3 before I went on to ch4. So I went back to ch3, but he's not there.
I went back to ch2, thinking I didn't exhaust all the dialog. He's not there either.
I'm so confused. He seems to be completely gone from the game. He's at no location from ch1 to ch4.
Does anyone know of a solution? (besides ng+)
